All SPs and OCs to Be Transferred Through Lottery Before Election: Home Affairs Adviser

In a significant move to ensure a free and fair national election, the Government of Bangladesh has announced that all District Police Superintendents (SPs) and Officers-in-Charge (OCs), including acting officers, will be transferred through a lottery system prior to the upcoming parliamentary polls.
This was disclosed by Lieutenant General (Retd.) Jahangir Alam Chowdhury, Adviser to the Ministry of Home Affairs, following a meeting held on Wednesday (August 6) at the Ministry of Home Affairs. The meeting focused on the formulation of various operational plans for law enforcement agencies to effectively manage the election process.
Lottery-Based Transfers to Enhance Transparency
The Home Affairs Adviser emphasized that the lottery system would bring transparency and impartiality in the deployment of police officers during the election period.
“Before the election, posting of SPs and OCs will be done through a lottery. Regardless of where the officers are currently posted, they will be transferred by lottery prior to the polls,” he stated.
He further noted that the previous day, the Chief Adviser had addressed the nation about the commencement of election preparations, and Wednesday’s meeting was a continuation of that process.

Importance of Neutral Law Enforcement in Election
Highlighting the critical role played by Deputy Commissioners (DCs), SPs, Upazila Nirbahi Officers (UNOs), and OCs in the election process, the adviser said,
“It is often observed that candidates request preferred DCs, SPs, or OCs in their constituencies. To eliminate any bias, we have decided to conduct the lottery openly in the presence of the media.”
Extensive Security Deployment and Training
Lieutenant General Jahangir Alam Chowdhury also informed that around 800,000 law enforcement personnel will be deployed to maintain order and security during the elections.
“All personnel will receive specialized training to ensure they can discharge their duties effectively and impartially,” he added.
The government’s proactive steps reflect a strong commitment to uphold the integrity of the electoral process by minimizing any undue influence or manipulation through politically motivated police postings.
