The much-anticipated July Declaration, originally scheduled for announcement on December 31, was delayed due to the need for consensus among political parties. Despite draft proposals being prepared by mid-February, discussions around the declaration’s provisions failed to reach a consensus, primarily due to ideological differences among the parties. Negotiations on various articles stalled over the next two months, coinciding with the Ramadan period.
In May, the cabinet revisited the issue, but political parties showed reluctance to engage in meaningful discussions. However, renewed efforts in June led to an agreement that senior government advisors would consult with leaders of various political parties to formulate a consensus declaration.
Since early July, multiple dialogues have taken place. Although ideological and historical viewpoints still pose challenges to achieving full agreement, there is cautious optimism. Notably, many of the students’ demands have been negotiated and integrated. It is expected that political and state authorities will provide due recognition to the July student-led anti-discrimination movement and the broader uprising of the people.

Despite an open stance towards acknowledging all significant chapters in Bangladesh’s political history, attempts were made to exclude the rightful recognition of the July student-people from the declaration.
